Outlook 2003 strange image handling behaviour

I'd appretiate any help with following Problem:
Outlook 2003 on Windows XP computer (all service packs applied) is not
displaying embeded images in the reading pane or if the message is opened in
the separate window (just a blank box with the red X in the corner). The only
way to display the image is to hit reply, image shows up just fine in the
reply window. Any ideas?

When you open the message, isn't there a gray bar on top of the message
that says "Click here to download pictures. To help protect your
privacy..." ?
