Outlook 2003 SP2 - can't open forwarded forms

Since upgrading to SP2, we can't open forms that have been forwarded. The
original email with the form can be opened, but if that email/form is
forwarded to another user, the user can not open the email. They recieve a
msg "Can't open this item. The operation failed."
If the person, right clicks on the unopened email, and selects "forward" the
new message to forward opens, allowing that person to see the form, but they
can not just open the forwarded email. Any suggestions?

What exactly is it that's been forwarded? An Outlook .oft form template file? An item created with a custom form?

An item created with a custom form. If forwarded, people who have not
installed SP2, are still able to opent forwarded email.

On the (Actions) tab of the original form, in design mode, what form is set for use by the Forward action? For best results, it needs to be a form published in a location that everyone who will be forwarding can access.
