Outlook 2003, "safe lists only" doesn't work?

I'm a member of a domain and have set Outlook to "safe lists only" and to
block all foreign senders. I've checked that no blocked sender is on safe
sender list. They still get through.
My primary email is an outside email account (one external to office and
exchange server).
When I attach my laptop (not member of domain) and log in (same user) the
email filter seems to work and blocks everything not listed.
 
is the desktop using cached mode? you need cached for it to work.

No, not on the desktop machine (yes, on the laptop). I'll change it and
give it a try.
(I don't know why Microsoft "hides" little things like this). Thank you.

Well, I checked the box for "safe lists only" and checked Help (local, which
didn't offer the solution) when it didn't work, talked to our IT consultant
(who had no explanation), checked Outook online help which eventually led me
to this site (which appears to have solved the problem, thank you).
This doesn't seem to be the most open way to find the answer and why should
I have to cache the files on my computer to apply a filter to incoming email?
