Outlook 2003 rules not working

Outlook 2003 rules don't work consistently. The same rule will work
sometimes, and then other times stop working. This has become such a hassle
I finally deleted all of my rules and set up a simple rule for testing from
my Hotmail account. This simple rule is written to do two things: 1) It
moves email from my Hotmail account to a folder 2) It auto replies to
Hotmail with a specific Outlook template. Number 1 always works but number 2
only works about 10% of the time. Of course number 2 is the one I really
want to work! By the way, I am on Exchange and I'm the adminstrator. I've
already changed the server settings to allow autoreply to Interenet emails,
which explains why at least 10% of the time it does work. Any ideas?

Do you have "stop processing more rules" added to your rules as necessary, to
prevent more than one rule from acting on a particular message when you don't
want it to?
