Outlook 2003 Rights Management

I installed Rights Management on my computer and tried to
send an email to another person with the "Do not forward"
secutity but the person receiving it can't read the email
even after we installed the rights management on his
computer.

Everything works fine if I create a Word document with
Rights Management and I send it to the same user. He can
only access what he is supposed to. So I know that it is
working.
 
Does the other person have Outlook 2003? Can they send RM-protected
messages? Or did they install the IE viewer? What happens when they try?
