outlook 2003 reinstall rejected

trouble receiving "some" email in outlook 2003. reinstalled office 2003 CD,
but was rejected. any ideas? tested road runner; working properly. tested
emails in outllook; "some tests get through" some tests do not. lowered spam
to lowest from. cleaned up space to 2,000kb.

Has it ever worked?
