Outlook 2003 not syncing to server but reporting no errors

Outlook 2003 reports that it has successfully synced to the server but
new e-mail is not being downloaded to inbox.

Outlook 2003 profile is configured in cached exchange mode. Turned off
cached exchange mode and in some cases new e-mail is visable (often not
all of it). In these cases when you turn cached exchange mode back on
the problem continues.

Mail server is Exchange Server 2003.

Problem began when server crashed. Server was recreated with the same
name and setup with the same options. Some Outlook users are working
correctly and never missed a beat. Others have removed there OST files
and this has resolved the problem. Still others have the old mail but
are unable to get new mail even after removing and recreating the OST
file. Again, in these cases, Outlook reports that it has successfully
synced with the server and no errors are reported, but no new e-mail is
downloaded. Checked the message tracking center to confirm that there
are indeed new messages for these users.

Any help would be great. Thanks for the read.

If you rebuilt your server, your existing OL2003 cached mode users need to
disable cached mode, delete the .ost file, open Outlook, re-enable cached
mode, re-open Outlook.

Beyond that, you should check for view settings. Look at the mailbox in OWA
to rule out Outlook problems.
