Outlook 2003 Junk Mail Filter & Rules

Here's my situation:
I've got two accounts set up to receive mail from, and two subfolders in my
inbox set up for each account. I've also set up two rules that check which
account the email comes in from, and moves it into the correct folder. I've
also got the Junk mail turned on to move mail into the junk mail folder.
However, when a piece of junk comes in, I can watch it go to my inbox, get
bumped to the junk mail folder, but then get moved into the account folder
(yay slow computers).

This leaves me to believe that junk mail filtering happens before the rules
kick in. Does anyone know how to get around this?

Rather than moving mail using rules, set up search folders to view mail by
account.
