outlook 2003/ Exchange 2003 rules

Office 2003 SP2
Exchange Server 2003 SP2
No PST configured , emails stored at mailbox.

One of my users wants to have all his rules stored only at the client site.
He uses owa and outlook and when he is connecting using owa he want to have
all new emails at his inbox and only apply them when outlook is opened.

We tried selecting the "on this machine only" but we got

One or more rules could not be uploaded to Exchange server and have been
deactivated. This could be because some of the parameters are not supported
or there is insufficient space to store all your rules.

He really has a lot of rules and after checking it is not possible to group
them to erduce thenumber


So what we want to know is

Is there any way to force outlook to save rules locally and not atthe Server?

No, where the rules "run" is determined by the nature of the rule.
Client vs. Server level. Moving items by rule to a pst is a
client-side for example. Moving items to a folder within an Exch
mailbox is a server, etc etc... There is no way to change what type of
rule it is.

I do not want to change where the rule run but where it is stored. But from
what I have been able to see where the rules are stored and where they run is
tied and cannot be splitted.

Run, stored... same thing in my repsonse. :)
There are actuallyl two copies of each rule. In your mailbox and in
the .rwz file on the client.
