Outlook 2003 Contact List

I have Outlook 2003. The Folder "Contacts" has a list of "Contact Names"
(e-mail addresses etc.). However, when you start up an e-mail and click the
"To:" button, the list of "contact names" that pops up is much shorter and
missing names. The same thing happens when you try to create a "Distribution
List". The names you have a available is very incomplete. It is almost like
there is a disconect between what is in the "Contact list" itself and
whatever DB lists them. Any suggestions?

1. There is no such concept as a "Contacts list" - it is a contacts folder.
2. The Address Book will only display contacts who have a valid electronic email address, e.g., fax and/or email.
