Outlook 2003 - can't send attachments

I have been troubleshooting my Outlook problem for over a month and cannot
figure out what to do. I have Windows XP, Dell Dimension 4600, Office 2003.
My Outlook will send and receive regular messages but not send those with
attachments. I get the error messages that the server times out. I have
uninstalled and reinstalled my virus scan and firewall (McAfee) (disabled
them, too), made sure the features in virus scan are not scanning
attachments, uninstalled and reinstalled Office 2003, recreated email account
(which tests fine), checked for virus and spyware (all ok), disabled the
Microsoft firewall so no conflict with McAfee, I've updated my computer with
all the recommended updates.

The other thing I notice is that I cannot control a couple of settings in
Outlook. When I uncheck the box to not automatically check email upon
opening it does this anyway even though it is unchecked. Also, I have tried
to keep the "details" of emails in process on the screen and this box will
not stay up. I have to manually click the icon at the bottom each time to
bring them up even though I have checked the box to keep them on.

I have read through some things on Microsoft that say you need Outlook
Express for Outlook to work properly and I didn't know this. I deleted OE a
while back because I wasn't using it. I thought by reinstalling the Office
CD it would be back. It isn't listed in my programs but in the programs
folder there are a few OE icons, one is setup. I click on setup but nothing
happens.

Sorry this is so long, but I wanted to give as much information so maybe
someone can help me. I don't know what else to change or do. I really need
to be able to send attachments. Thank you!

Outlook Express is installed with Internet Explorer, not with Outlook. You
might try repairing your IE installation to get OE back. See
