Sending Outlook 2003 Attachments

When I try to send attached files in Outlook 2003, sometimes it includes
them in an "Attachment" line in the header (like Outlook Express) and
sometimes it includes them in the body of the message. I would like it to
behave like Outlook Express always. How can I do this? Any clues welcome.

Messages sent in Rich Text format (which only another Outlook can read) will
display the attachments within the body of the message. Messages sent in
Plain Text or HTML will display attachments on a header line by themselves.
