Outlook 2003 and Contacts

Greetings!
I use Outlook 2003. I've noticed when I click on new to send a new
email message and then click on the TO button on the message window to
select recipients -- there is nothing in the screen that pops up.
Also, when I type in a name in the TO box on the new message window,
the email address that I want isn't always one of the choices in the
drop down list that appears. Both of these behaviors occur even though
I have my Contacts installed and saved. For example, when I click the
Contacts button, everything that I want is there. How can I correct
this problem? I assume that I'm doing something incorrectly or haven't
done something that I should have. I just don't know what. Thanks in
advance for your help.

Thanks for both pieces of advice! I hadn't set the Contact folder as
an Address Book. That fixed the problem! Thanks again.
