Outlook 2002 sending error 0x800CCC0F

I am unable to send messages, I have been getting the
following error:

Task 'XXX - Sending and Receiving' reported error
(0x800CCC0F) : 'The connection to the server was
interrupted. If this problem continues, contact your
server administrator or Internet service provider (ISP).
The server responded: 554 Your message has been returned
by our UCE/spam filter. (#5.7.1)'

The issue is discussed in Microsoft's Knowledge base, but
there is a solution for OE, no solution for Outlook 2002.

I would appreciate if someone helped me with this
problem.

what was the solution for OE? many times the solution works for both.
