outlook 2002 send/receive error message

When I try to send/receive messages in my Outlook account I get the following
error message: "Sending and Receiving error (0x8004060C). My ISP tech says
this means my account is full and I should delete any old messages and clear
up the account. I deleted all messages in my Deleted Items folder and then
when I tried to delete messages from my inbox I get the following error
message: " The messageing interface has returned an unkown error. If this
problem persists, restart Outlook. The ISP tech had me change my pop3 and
SMT to the correct setting and I'm still getting these error messages.
Does anyone have any suggestions as to how I can delete or get my e-mail to
start working again?
