Outlook 2002 can not send a file attachment 1mg or larger.

In outlook 2002 I can not send a file attachment 1mg or larger. I get the
error message:
Task 'pop.charter.net - Sending' reported error (0x8004210B) : 'The
operation timed out waiting for a response from the sending (SMTP) server. If
you continue to receive this message, contact your server administrator or
Internet service provider (ISP).' and
Task 'pop.charter.net - Sending' reported error (0x800CCC0B) : 'Unknown
Error 0x800CCC0B'

It is not my internet servive provider. I can go into web mail and send a 1
mg or larger file with no problem. It has to be Outlook. My computer is up
to date. Windows XP home, 3.2 processor, 2 mg of memory, video card agp 128
mg., 300 gig hard drive etc. I have charter cable internet service and
Bellsouth DSL, I have the same problem with both services.

Please help. I can't send an email with any kind of attachment of any size.
Normal emails are no problem. Thanks in advance for your help.

Thanks for the help. I read the links you sent. I checked my office updates
and they are current. I have SP3 installed. Is the hotfix included in SP3
or prior updates? (sorry i don't know a lot about this). How can I tell if I
have the hotfix. I also do not have Norton, my antivirus is pc-cillin
(trendmicro). Thanks.
