Outlook 2003 with SP3 - attachments >= 2MB will not send

I have Microsoft Outlook 2003 with SP3 and the O/S is Vista. All has been
working fine until lately when sending emails with large attachments >= 2MB,
they will not send and I get the following error message:

Task (e-mail address removed) - Sending reported error (0x8004210B): The operation
timed out waiting for a response from the sending (SMTP) server. If you
continue to receive this message, contact your server administrator or
Internet service provider
ISP).'
Task '(e-mail address removed) - Sending' reported error (0x800CCC0B): 'Unknown
Error Ox8OOCCCOB'

How ca I fix this please?
