outlook 2000

Someone using outlook 2000 is trying to send me an attachment.

I use Outlook Express 2000.

When I get the email, there is no attachment, BUT if I look at the
properties, message source (in OE), there is an embedded winmail.dat file.
Now, the sender has the box UNchecked that says to use word as email editor,
and has the "send in this message format as" set to "plain text."

What gives?

The sender is sending Rich Text format. This is the default for Outlook.
