Outlook 2000 / Exchange 5.5 Mail stuck in Outbox

We are currently using Outlook 2000 as our mail client and Exchange 5.5 as
our mail server (running on a Windows NT 4 server). A few days ago, we ran
into an issue where any mail that was sent (from any of the mailboxes in
exchange) would sit in the Outbox and never be sent. Also, once someone
tried sending a message to an outside address, the Send/Receive is now
rendered useless, meaning, you don't see the box that tells you mail is being
sent and or delivered. We have outside mail setup with our domain host and
use something like Internet Mail Service within Outlook to make the
connection and pull our mail down to our exchange server. When the store is
running, if anyone tries to access their mailbox, the store.exe processes
spikes to 100% cpu and stays there. We haven't been able to determine what
the problem is. I know next to nothing about Exchange so I am hoping someone
here can shed some light on what might be going on.
