mailbox Outbox vs. Personal Folders Outbox

Outlook 2007 and Exchange 2007, Exchange is provided as a service so I cannot
modify any Exchange configurations or parameters.
Outlook has Exchange account and pop accounts configured.
When sending email from a pop account, it puts it in the Mailbox outbox and
won't go. Why does email sent on pop/smtp accounts not go out the Personal
folders outbox?
Incoming mail is set for Exchange mail into Mailbox
Pop mail into personal folders

unsolicited mail sent to my personal account will be deleted without
reading.

They'll go into which ever Outbox is in your delivery location and, with
Exchange, that's usually the Exchange mailbox.
Incoming mail is set for Exchange mail into Mailbox
Pop mail into personal folders

Most likely you have a rule that does this sorting. Incoming mail, in the
absense of such a rule, also goes in the Inbox of the delivery location (the
xchange mailbox).

Outlook 2007 allows you to configure different delivery locations for each
account so my delivery location for exchange mail is the Mailbox inbox and
the pop accounts deliver to Personal folders inbox. This isn't set by rules.

True, but you're not really changing the default data store. You're
changing the Inbox where messages will be delivered. I don't believe that
affects outgoing messages.
