Outline numbering in Word 2003

In Word 2003 I can't seem to define the styles with numbering correctly. The
following is what I get:
1 Heading 1
1.1 Heading 2
1.1.1 Heading 3
2 Heading 1 Next
1.2 Heading 2 Next
1.2.1 Heading 2 Next
3 Heading 1
1.3.1
and so on.... WHY???
