Out-of-Office respond to every email?

Outlook's Out-of-Office is hard-coded to allow only one O-of-O response to
each sender of email.
I have a user who doesn't like this. She demands that I make Outlook respond
to each eamil that she is out.
I tried tinkering with the Out-of-Office rules and customizations, but
Microsoft apparently hard-coded this choice out. There must be a reason?
Since I won't hear the end of this until I give a solution or a reason why
not, does anyone know why this isn't a configurable option?
Does anyone know of a way to work around this?

She is the head of Treasury at my company and wants an official request for
Microsoft to code-in this "special" feature as soon as possible.

Yes, there's a very good reason: Infinite mail loops. Your mail triggers my reply which triggers your reply which triggers my reply which triggers your reply which triggers my reply which pretty soon brings the mail server to its knees. Since she's the treasurer, maybe you can present her with some nice numbers to show just how many messages could be produced by such a loop in a few minutes' time.

I knew there had to be a good reason but my feeble, overloaded brain wasn't
getting there.
Becomes a Denial-Of-Service attack.
