Out of Office Disabled

I use Outlook 2002 and am trying to utilize the out of
office function. Unfortunately, every attempt to
troubleshoot (per MSN's instructions) have not worked.
It is not in my tool bar, it is not disabled, it does not
install from the add-in folder. I've read other
responses around the problem (tools menu/ message rules
etc.) and I don't have "message rules" option either. We
don't believe have Microsoft Exchange Server installed
but since we don't have a message rules option we are
completely at a loss as to where to go from here.

Tools-> Wizard Rules isn't available for HTTP accounts. You must configure
the rule on the MSN/Hotmail page
