GPO to lock out modifing Rules

Greetings all,

A client would like to create company based rules in Outlook and have them
configured on all users. They also want to disable the ability for the
clients to modify, change, or delete these rules. Is there any way that a
user can be locked out of the Rules section of Outlook either by GPO or
other method?

I don't want to disable Rules (else the company's Rule standard will not
apply), just hide the option.

Version of outlook?

You can use gpo to hide the menus so its harder for users to access the
rules wiz but I don't think you can block them form accessing it using
keyboard shortcuts.
