Oulook won't open as Power User but Will as Administrator

Oulook won't open as Power User but Will as Administrator.
If I change the account from power user to administrator
it works fine. If I try to open outlook as a power user I
get a message "Cannot start Microsoft Outlook". I have
reinstalled the program several times. Any ideas?

look at the permissions in the folder file that launches
outlook.exe

When loading an application, there are files AND registry entries that are
accessed.
To resolve this kind of permissions issue, you could run Filemon and Regmon
from www.sysinternals.com to monitor file and registry access and find
where the "access denied" is being returned.
