If I plug in a PS/2 to USB adapter to a PS/2 port, does anyone know what
speed that USB device will operate at? I'm trying to figure out what the
data transfer rate would be if I plug it in a USB hard drive to this
adapter.

Transfer rate would be zero because it won't work. Why on earth would you
think you could connect a USB hard drive to a PS2 port? Just because an
adapter exists doesn't mean you can do it, those adapters are for compatible
keyboards and mice ONLY.

Just curious if it's possible, that's all.

I was out of USB ports and had an adapter sitting around and didn't know if
this would work instead of installing a USB card (which I'm willing to do) .
.. . just curious for my own education.

USB mouses and PS/2 to USB adaptors work a USB1 low speed.
They are great to test if an USB port and it's drivers are
alive but not more.

For testing you need at least an USB 2.0 flash drive. If XP
shows an balloon tip 'this device can perform faster', then
the used usb port is USB 1.0 and and USB 2.0 PCI card would
help. Or just have a look in the device manager. If there is
an 'enhanced' USB controller then you already have USB 2.0.
