OT - Download ?

Hello,
Have a cable isp and pay for the lowest connection, 256Kb/s (bits) - 30KB/s
(bytes).
Always able to download at the connection speed purchased, 30 KB/s all sites.
Downloaded Apple Quicktime Viewer v7.0 ( 19MB) from the Apple site.
This is the only time and site that the following has happened.
The download speed, 467KB/s (bytes), this did not start then adjust to
256Kb/s. It stayed at the 467 KB/s and downloaded the complete file.
Question, Why is this site able to bypass the ISP cap of 256Kb/s?
Windows XPHome SP2, all security updates.
IE7 browser, all updates.

First, get your terms straight:
b = bits.
B = Bytes.
1 byte = 8 bits.

256Kb(kilobits) = Appox. 30KB (kilobytes)
The ISP provides at a low cost 256kilobits a second (Kb/s). Which is appox.
30Kilobytes (KB/s.
Please notice the difference between capital and lower case letters ie: KB
versus Kb.
Would appreciate the information that was requsted.

Hello,

Could it be possible that you downloaded it before and it was retrieved from
your cache?

Try clearing your cache and downloading it again.

Hello,
Good idea.
The strange part is the normal download time for 19MB with this connection
is about 18 minutes. A tad under a minute a MB.
When this completed in under two minutes, I thought it did not download the
..exe file, but there it was and no problem installing.
Since I pay for the slowest speed that the cable company offers, I am
interested in finding out how this occurred.

Try clearing your cache and downloading it again to rule that reason (of
downloading from cache) out.

I used CCleaner to clear cache. I always do this before downloading.
Rebooted and checked.
Same download ability, 467MB/s.
Tried a larger download from OpenOffice.Org, v2.2 - 93MB.
Here it register 51.3MB/s.
The PCPitStop test site gives me the reading (on several test) that the
cable company provides, between 240kb/s and 256kb/s (kilobits) 30 to 32 KB/s
(KiloBytes). Up and down.

This started to happen on the Apple Quicktime
site,http://www.apple.com/quicktime/download/win.html.
Before this the download on any site was never above what the cable company
provided.
I am pleased and courious as to why the "positive" change.
Is this the download site somehow negating the ISP cap ability?

speeds than expected, but take it for what it's worth....

Perhaps this is the ISP showing folks what could be for $300.00 U.S. a year
over what you are already paying.
A under the radar advertising campaign.
