Organizational Forms Library issue - PLEASE HELP

I am trying to publish a form in the Organizational Forms Library so the forms show up in the public folders area in my enterprise.

i have created a new form in Exchange system Manager.

1. the folder is not showing in public folders.
2. when publishing forms the the Organizational Folder an error "error occured whilst going to this folder" appears.

CAN YOU PLEASE HELP???
