"Options" choice not available in under "Tools"

Hi,

I have a user that does not have the "Options" choice under tools in
Outlook. I have removed Office XP and have re-installed Office XP. No
"Options choice. I removed Office XP and removed the Outlook folder.
Installed Office 2003. Still no "Options" choice in Outlook under
'Tools".!!! She is running XP Pro and is and Admin on her computer. Any
clues?

If you're sure you expanded the full menu, try a detect/repair (help menu)
and see if that helps.

Welp, that didn't either. I have been supporting computers for 15 years.
I've never seen this before. My thinking is, there probably has to be a
registry hack to fix this. What it is I just don't know. Any other ideas?
