Optical Mouse - side scrolling

On various programs, was able to side scroll by holding
down the wheel button...but lost that ability. I am
trying to discover how to get that ability back.

You know I'm really surprised that you couldn't have thought of this.
Download and reinstall the driver for your mouse.

Now, wasn't that difficult?!
 
I assume you are talking about the Microsoft Optical Mouse?
If so, did you install Intellipoint 5.0?

If yes, make sure your middle button is set to auto scroll.
