Mouse behavior in the "active" window

When I have OE open, if my mouse pointer is on the folder side, the scroll
wheel works on that side. If I move the pointer to the message side, the
scroll wheel works on that side, even though I haven't clicked on a message.
But in Explorer, I have to click on whichever side I want to scroll before
it will work. I see this behavior on 2 different XP machines with different
mice and on a Vista machine with a 3rd different mouse. Any idea how to make
Explorer windows behave like Outlook Express Windows?

When you're doing what you describe in OE, you're still moving the
pointer/cursor focus to a separate area.

This is true, but I'm not clicking in that area. No matter which area I
click in, the scroll works in either. I'd like to have that same behavior in
Explorer.
