"operation canceled due to restrictions"

I reciently purchased Norton360 and recieved this message while installing.
The installation continued and appeared to complete but I cannot open N360
and recieve the same error message.
I previously had Symantec Client Security installed. Before installing N360
I had to uninstall Client Security. Since I no longer had the uninstall
password I followed a manual procedure supplied by Symantec Enterprise (which
included manual registry changes).
I am running XP Pro w/ SP2.

I suspect I have registry errors &/or security issues.
Any detailed help available?
