opening downloads

I have downloaded several url files which when I try to open, give me the
message that there is no rogram associated with them. The "help" section
tells me to use thje folder options to click "open with", which does not
appear in the dialogue box, or "open", which does. When I clck "open", I get
the same message back again.Can anyone tell me what I am doing wrong?
