Open Link in New Window doesn't work

I have Windows XP Home Edition running the latest updates for Windows/IE.
When I try to right click a link and choose "Open in New Window" or "Open
Link in New Window" nothing happens. If I do Shift+Click on a link nothing
happens and if there is a link that uses scripting to open in a new window
nothing happens. I have found several fixes where if a blank window comes up
you have to register URLMON.DLL (I think that is the filename) but in this
case IE doesn't do anything at all.

Any help would be greatly appreciated,
