Users can't open new IE Window

I have a Windows 2000 Terminal Server (SP4) that does not allow regular user
accounts (basically Domain Users) to open new IE Windows. If they go to a
web site that has a link that should open in a new IE window, nothing happens
when they click on it - no message, nothing. If they try a right-click and
Open in New Windows, nothing happens. I tried the solutions in this article:
http://support.microsoft.com/kb/281679/EN-US/, but they didn't work. The
users can logon to another Windows 2000 Terminal server that is in the same
OU and the new IE window function works fine, so I don't think it's group
policy. Maybe local policy or registry on that machine for some reason? I,
as an Admin, can open new IE windows from links on the problem server. Any
help would be appreciated. Thanks.

Try the following, although, your OS may vary in location:

Go to Tools>Internet Options> Advanced.
UNcheck "Reuse windows for launching shortcuts".

Also, if you have any 3rd party toolbars such as Google, MSN or Yahoo,
disable them. If you have a firewall, Earthlink (or another pop-up blocker)
My IE2 (a shell for IE) etc. check them as they can block new windows.
Yahoo Companion is a very common cause of this and other problems, if you
have it, uninstall it.

With some programs of this type, using Ctrl+click or Shift+click will allow
a new window.
