How can I get new windows to open a NEW window?

Sometimes when I click on a link, the linked window opens in a NEW window.
However, sometimes it hijacks the last used currently open IE window. How can
I get all links to open a NEW window of their very own?

Windows 2000 SP4. IE 6.02 SP1

With your browser open, go to Tools|Internet Options and click the Advanced
tab.

Scroll to where you see "Reuse windows for launching shortcuts" and UNCHECK
the box. Each link should now open in a new window.

Another thing you can do is to leave things as they are and hold the shift
key down as you click the links that you want to open in a new window,

You can't (as far as I know).
Right-click on the link and select "Open in new window"
