Open Installshield Launcher

I am trying to open InstallShield (R) Launcher for Rome Total War
patch 1.3. It won't open. Can someone please help?
 
Not enough info.

Which hard disk is game installed upon?

Is patch finding correct path to main game file when *.exe patch file is executed?

Possibly corrupted patch download, try downloading patch again.
