Onscreen Keyboard for logon

We build a system with a touchscreen as its main interface. A customer can
plug in a keyboard, but generally doesn't. The system is set up to autologon
to XP. Some of our customers want to set up Windows security, and to make
the users log on. The OnScreen Keyboard doesn't come up until after logon.
Is there a way to set the OSK to come up during logon, so it can be used to
enter the password?

The Tablet PC edition has this solution built into the GINA. You might have
to do a GINA replacement or barrow the GINA from Tabelt PC edition,

I recall this one. I believe the solutions were to:
- come up with a custom GINA when on Winlogon events you force the on-screen keyboard to show up.
- create a service (started automatically so that it can operate before the logon) that will launch OSK.exe (Onscreen keyboard)
automatically.
