Running "on screen keyboard" to allow login on touch screen system

What registry key or "Extra Resource" RunOnce Request do I need to add
OSK.EXE (windows onscreen keyboard) to so that a user may tap in their
username a password into ?

Easy to get it working in Startup once logged in, but I have not been able
to get OSK.EXE run before the login dialogue box appears.
