Only open files show up in hyperlink dialog

When I highlight a word on a page I'm editing in FrontPage 2003, right click
on that word, and select hyperlink, I get the Insert Hyperlink dialog box.
Fine. Then I select "Existing file or web page" and "Current Folder." The
files that appear are not all the files in the selected folder but only the
files I currently have open in FrontPage. In order to complete the hyperlink
I must type in the file name of a file I can clearly see in my folder list,
rather than click on that filename in the list in the dialog box. Why don't
all the files in the selected folder show up in the dialog box? Can I change
something so they do?

I assume the site is open. I can see all the files in the folder list, I can
edit pages, I can add links manually. When I do these things and save the
open files the changes show up on the website. If it's not open I don't know
what to do to open it.

I've edited dozens (more like hundreds) of pages in many other sites with
FrontPage and this is the first time this has happened, but it happens
consistently with this particular site. I go to another site and open it the
same way and the hyperlink dialog works like it should. I just figure that
inadvertently I turned off or on some option that won't let me see files
unless they are open but I don't know how to change that.

If working in an online server Have your host
- stop and restart IIS or the server and run a health check on the FP SE
(or if in your localhost do it from the IIS MMC )
