What is your question? The message seems clear enough to me. MSN has
blocked mail from your computer to their domain since it's received too many
SPAM complaints from your mail recipients. They are suggesting that you
enroll in their program that will allow you to remove recipients who don't
want mail from you from your mailing lists.
