The Hotmail server has identified (rightly or wrongly) your computer as a
source of spam (unwanted or an excessive number of messages). Take the "we
have received complaints" part with a grain of salt.

What the message say's. Either you were spamming or you were abusive. You need to
swallow and move on

Assuming you are innocent of spamming, it is highly likely that the IP
address was previously used by a spammer and then as soon as it got blocked
they got a different IP address. So you need to do as others are saying;
follow the instructions in the rejection message.

If you cannot get your IP address unblocked, I would contact your ISP and
get a different IP address. I assume that you are not paying for a static IP
address. Many ISPs will give it's customers the same IP address for many
months, so even though it is not static (fixed) it is nearly the same as
static.

We got Verizon in February. The Wikipedia site had a block on our IP address
that was created a year ago. The block expired 3 days ago; in other words,
the guilty person gave up the IP address soon after they got blocked but the
block persisted for many months after that. Therefore blocking IP addresses
is very likely to inconvenience innocent people. The organizations that do
the blocking won't improve their procedures unless we complain. Now that the
Wikipedia block has expired for me, I need to complain to Wikipedia. You
need to take appropriate action too.
