Can anyone tell if Windows Onecare and Windows Defender have the same
capabilities? That is, does Onecare the same spyware monitoring capabilities
that Onecare offers.

Yes.
The engine and definitions used by OneCare are the same as in
Defender.

Hi Steve,

While they use the same engine and definitions, OneCare also includes an
additional set of definitions (which combined with the WinDefend set is all
the definitions we have), and provides OnAccess protection which WinDefend
does not. As a result, OneCare provides far, far superior protection to
Windows Defender.

Joe

Good point, Joe.
My answer was rather short and was actually misworded in that I should
have noted that the Defender protection was included in OneCare, but,
as you explain, builds on that protection with additional
functionality.
Thanks for clarifying!
