One Site is VERY slow.

I have several sites all running FPSEs; no problem... then there is one
that was / is poorly maintained ( nothing I can do about it ). There are
over 150 PDFs in the root folders totaling about 50MB in size. This site
is the smallest of them all, but it takes the longest to load, and to
make changes.

Could this be because of the massive clutter in the root folder?

Yes, move them into a folder, and if possible convert the folder to a subweb.

When FP opens a site, it cache all of the files/folders in the root, so by reducing the number of
files in the root, the web should open faster. Also be sure to regular delete all .web FP cache
file. I do this daily.

Moving these files to a subweb will speed up publishing as FP will not have to check/compare them
for change every time you publish, on when you publish the subweb.
