OL2007 - Editing functions when replying to a plain text message?

Running OL2007 SP2 under Vista Home Premium SP2.

It appears that when I'm replying to a plain text message, editing functions
(bold, underline, etc) are disabled. Is there a way to enable them?

Since when is someone stating the truth being condescending? The simple fact
is that you cannot add formatting to plain text. By definition, it has no
formatting.
