OL2003: Why doesn't the junk filter work with IMAP?

I've got Outlook 2003 here at work configured to access our Exchange
(possibly 5.5) server and also my personal email account via IMAP.

The built-in junk filter works fine on the Exchange account, but not at all
on the IMAP one.

I'm pretty sure I've set up to download all of the IMAP messages rather than
just headers, so I don't see why it doesn't work.

Has anyone had any luck getting the junk filter to work with an IMAP
accoutn, and if so, how?
