OL2003 Auto Archive doesn't archive items due to archiving!

Mailserver reaches limit of capacity. Users start cleaning up by creating
personal folders. After instruction, they try auto archiving. First they
restore, one by one, their personal folder back into their mailbox. Some by
cutting and pasting by hand, one by importing the personal folder items
through the import function. This one person then tries to Auto Archive, an
Archive Folder replicates correctly... but remains completely empty: no
Outlook items were archived!
Guess: system date of the imported items has been changed and thus items are
not due (anymore) for archiving?
Am I seeing this correct? And if so, how to act smart next?

Good guess. Archiving works using the modified date of an item. It
theyt've moved it around or imported it, its modified date is likely quite
recent and won't be subject to archiving.
