OL'03 - "rules could not be uploaded to the exchange server"

I started getting the following message (never previously seen) when
creating a local rule in Outlook 2003:

"One or more rules could not be uploaded to Exchange server and have been
deactivated. ..."

My primary email service goes through pop3 and the rule is to run on my
local box only. I have many similar rules that do not cause a problem: it
is a simple 'if message arrives from _____ move to folder _____'. The
destination folder is part of my .pst file stored locally and has nothing to
do with the exchange server at all.

How many rules do you have? If you have an exchange server in the profile,
rules are stored on the exchange server and are limited to 32k.
