Outlook 2007 - cant create rules

I've got a user who is getting the below error.

One or more rules could not be uploaded to Exchange Server and have been
deactivated. This could be because some of the parameters are not supported
or there is insufficient space to store all of your rules

We are on outlook 2007 and Exchange 2008. he has 31 rules. Any ideas?

There is no Exchange 2008? Did you perhaps mean Exchange 2007?
By default you are allowed up to 64KB of rules then. The size of the rules
depend on their complexity. An Exchange admin can increase this limit.

You can find out if it is a parameter thing or a size limitation by
disabling all the other rules that Exchange left activated and by activating
the rule that Exchange disabled. If it still gives you the error; it is
caused by a faulty parameter in the rule and you must recreate the rule.

I have Outlook 2007 on my PC which is using an OST file. The Exchange Server
is 2003 - can't I setup the higher limitation of 64k - 256k for rules on the
client side? How would I do this?
