Offline Files

I am having a problem getting offline files to work
properly.

How do I configure policies(local or domain) to enable to
get the make available offline not be grayed out.
 
Go to Control Panel -> User Accounts -> Change the Way Users Log On or
Off.. Disable Fast User Switching... This is what commonly blocks
access to Offline Files...

Otherwise, you configure the options in Group Policy (gpedit.msc) for
Offline Files at the Computer and User Configuration tree ->
Administrative Templates -> Network -> Offline Files...
